You might think it does bc of the blue BG (surrounding colours do interact w eachother)

If you still see a green tint, it might be your monitor settings.
Not every (drawn) POC is gonna have red or purple undertones

here's a mini guide I made a while ago on how I do those monitor effects. It's maybe obvious but it works pretty well. Just draw horizontal one pixel lines with a blank space in between each one, then set the layer to overlay and put it over the picture.
