I don't know if this is a controversial opinion, but Hayate Yagami is a great Commander.

She led Riot Force 6 (Magical Girl Lyrical Nanoha StrikerS) wonderfully & doing pretty damn well leading SDS6 (Magical Record Nanoha Force) before the story's ongoing hiatus started in 2013.
