An unreleased unlicensed NES game? As uncommon as they may be, they do exists! Here's an evaluation sample of Street Hero, a (roughly) localised version of 장군의 아들 (Janggun-ui Adeul) sent by Daou Infosys to Innovation Tech around early 1993.
For base layers, instead of a soft rounded brush, I mainly use a soft, roughly rectangular-shaped brush & apply a grainy texture to it.
I find it adds a nice amount of rawness while still blending smoothly when needed!
