Like always, the best way to approach this is to look at drawings similar to what you’re going for in a particular piece or even just photos of actual places. Practice makes perfect. Of course, backgrounds that are just patterns rather than actual scenery are also an option:

I don’t usually draw backgrounds, and for some of them I used pre-existing images. But like with character design, drawing backgrounds takes a lot of time. Perspective plays a big factor, especially for places with a lot going on. And then lighting/shading comes into play.
