Mario ends up meeting the local Toads and Princess Peach, heir of the Toadstool royal family, who Bowser eventually kidnaps. Bowser (being the King of Koopas) would also make a political alliance with the Goombas, Bob-ombs, Boos and Whomps who each have their own kings.

Realizing how much of a history Wario has with bombs in his own series, makes his frequent being grouped with Bob-ombs in Mario games a lot cooler.

It's not just some random thing, that's them taking advantage of a genuine Wario element.
