The closest I have would be my demonic croc, Sludge. Wouldn't really say he acts or acknowledges this way, but he is really cocky and arrogant for his good, treating others like chumps who he assumes are no better than him, easily underestimating his foes

Honestly the dressrosa arc feels like a spiritual sequel to Alabasta. Doflamingo might have a different origin and goal to Croc, but he's still got his similarities.
