Current idea:

A super villian that is a reverse Phantom Futa.

The PF gimmick is the harder and hornier she is, the more powerful she becomes. And once she busts, she has to wait for her powers to recharge.

Now imagine a godlike bad guy that got weaker the hornier they are.
