It wouldn't surprise me if this image by Neil Richards was for the same game (also a Copyright Jagex image). Though - could very easily be one of their plethora of other unreleased games.
We can see some of this Dragonkin build-up that Jagex had planned in the form of Daemonheim and the Queen Black Dragon.
Prior to the release of While Guthix Sleeps (November, 2008), Jagex had been foreshadowing and hinting towards the upcoming storyline and Stone of Jas.
Could the mixing bowl from the 2008 Easter Event (18-31st of March) have been part of that?
Another fun fact:
The Shadow Pylons inside of Kharid-et were originally conceived when Jagex was working on the (unreleased) second expansion after Menaphos (Expansion 2/Before The Wilderness).
You can see the (much larger) expansion 2 pylon model in this JMod game too.
Boots and gloves (Death lotus and Tetsu shown in images) for the armour sets always existed. For some reason, they were not released until the Arc.
Perhaps Jagex forgot they existed for Batch 2 and 3? Arc cosmetic overrides and boots/gloves seemingly only came about through..
In 2009, Jagex added a fairly unique creature in the form of the 'Living rock patriarch'. A monster which spawns randomly once every two hours and has fairly substantial loot compared to the other living rock creatures.
Kharid-et: Legionary armour
Legionary ghosts are in-game - as are some pieces of the full equipment set, via artefacts that can not be worn. Jagex also released a special 'Twitch' version of the armour, but the 'regular' version can not be obtained.
Could this be the Obsidian Tribunal?
Whereas the male knight has armour with Saradomin symbology, coincidence? Could it even be young Saradomin?
Imo - the armour concept art here represents the knight. Whereas the mage concept art can be seen in images of this other Jagex game
THEORY: The Jagex project titled 'AURORA' (which was also the title given to what seems to be RS NEXT GEN) was a game in which the player hopped through a variety of worlds in the RuneScape universe.
This could also *potentially* tell us something about future RS lore.
I really hope Jagex releases Raids II and finishes the quest line one day.

Fun fact:
It was stated a number of times that the Combined Catalyst Fragment (Sliske's Endgame reward) would become augmentable. It was then said by Ninja. Finally, Ex-Mod Shauny picked it up as a project in his TAPP. Unfortunately, he then left Jagex.
The large mushroom asset seems to be from the images of this unreleased Jagex game. Whereas the pylon asset (which was re-designed for Kharid-Et) seems to be from the unreleased Expansion 2 (Forinthry/Before The Wilderness).
To this day I struggle to believe Jagex made a Transformers game
RuneScape 4? Unreleased Jagex game? Probably scrapped Jagex game? Three complete and utterly unrelated images? Who knows
