@Protodude I didn't really like the game back when I tried it out, but I liked Over-1's design and hope we can see him again in some form.
Maybe in X Dive or another future crossover title.

MM Character OTD #25: Dr. Mikhail Sergeyevich Cossack, an oft forgotten character, the (blackmailed) antagonist of Mega Man 4, and genius inventor who's worked with Light a number of times. He's responsible for Beat, OVER-1, and Tundra Man, to name a few.
