SEGA did try that early on in Sonic's life. Dr. Robotnik's Mean Bean Machine didn't feature Sonic at all (It isn't even implied that you are him), but featured Eggman and his minions.

There's also Knuckles' Chaotix, which ditched Sonic in favor for Knuckles and the Chaotix crew.

Because CD happens before Sonic 2, Robotnik created Metal Sonic before Mecha Sonic. I think Robotnik tried to create a better version of Metal after its defeat, but wasn't able to complete it, and had to use it anyway, hence why it's so easily defeatable. It wasn't finished.
