The technodrome is a stage and he was playable in Kart Racers 2, so it's plausible.

Was playing turtles in time and it finally occurred to me after several years to question:

"Why do Krang and Shredder steal the statue of liberty?"

Like, what was the purpose? It wasn't part of a master plot or anything. They just took it...and put it in the technodrome.
