I think perfected blue from the manga, and full power super saiyan 4 from the Shadow Dragon arc, are comparable in power.
GT isn't weaker than the Super (manga) characters until the end of the TOP onwards.

Finished Character Poll Arc, I have never seen a show pull out a meta arc like this, it was very enjoyable I throurougly loved it. Has many funny moments I love Gintama much. 😂
