I believe feathered Velociraptors can definitely work in Jurassic. If we can have hybrid dinosaurs then we can have feathers on dinosaurs.

Just have Blue be the only InGen raptor still alive and have Biosyn make feathered velociraptors by filling the gene sequence caps with..
