The sulfur gas that Steel Uragaan releases from its body is the reason why its shell is blue. The sulfur gas inside of it causes the ore to oxidize and glow, and the gas also has a strengthening chemical reaction on the monster's shell from within.

A variety of factors can cause a normal monster to become a Deviant. Crystalbeard Uragaan, for example, is a darker color from special ore being a staple in its diet. The places it lives has plenty of said ore, and the tar in those areas contains rare minerals.
