See that's a fair criticism, though I would say it's always been the case. If you look through the current (post-gen 3) art of all 1008 Pokemon, it's about 50% dynamic poses, 50% just standing there. Frigibax and friends aren't out of place next to these guys

I'm noticing a trend. Every other WB Animation Scooby-Doo show changes the art style and other things to really harsh criticism. First "Shaggy and Scooby-Doo Get a Clue", then "Be Cool, Scooby-Doo", and now "Velma". (And WB treats "Get a Clue" like an old shame now!)
