For her uniform, I looked at the RGU costumes and chose my favourite bits to match the vibe of Fukua's original costume (such as the military-trim shoulders and midriff-baring jacket).

I think Fukua works especially well as a Black Rose duellist because they were a set of duellists who were set as inverted versions of the main cast, the sort of flipped rune of each of their behaviours. Fukua, whereas, is Filia's shadow, for various lore-related reasons.
