retconning it to be as if Kotarou's always had the body built of a super athlete and nice hair even before then. His old design in contrast to Koyuki made sense since he was kind of scrawny and had this bad case of a bad haircut (in the anime at least)

Listen I don't think the 2010 Taskmaster miniseries and subsequent origin retcon is very good and borderline stupid. It both robs the character of agency and doesn't matter past the miniseries. He didn't need to be tragic, being a greedy jerk dressed like a ghost pirate was fine.

Currently continuity Garth should be retconned as a clone of actual Garth. He's just not the same character as the original Tempest.
