A lot of that sort of stuff is explored in Eberron. Magic is really common, a lot of people know at least one or two utility spells. They've also got magic skyscrapers and trains powered by lightning elementals.

With Doctor and Swindler this incredibly huge it is impossible for anyone to stop them. Their bare feet alone can crush thousands with ease. Just Beads of sweat from Doctors crotch is a tremendous flood and Swindler can devour skyscrapers with ease.
