At the start of the TA Isildur visited Halifirien and created the tomb for his father, who perished in combat with Sauron. Once complete Isildur had Elendil's casket placed in the tomb & hallowed the place. Ever after the mountain was known as Amon Anwar, "Hill of Awe"
