Totally agree. The police are baiting in order to cause civil unrest so government gets an excuse to prohibit protests. That is the objective.

It was worth having the instructions too, as there was a lot explained in it that couldn't easily be deduced in the game. Most buildings weren't named in the game, so the reference card was important there, and all the tutorial objectives were spelled out in the instruction book.
