It's not a silent protagonist, your choices will actually unlock traits that can open new options on dialogue.
About portraits, they will also change based on customization, because it needs to reflect the skin color and hair.

Some random thoughts about CIty Noire Tactical layer: It's going to be different than other ttrpgs that instead of tiles or hexes the map is divided into territories, and the tactical choices is more about how you're going to interact in those tiles than simple choose the options
