Now I don't have any design notes or inspo for boingkid but Belle being a sonic character is very well documented, She was announced at IDW's NYCC panel in October of 2020, Designed by Evan Stanely she was pitched with a character arc and marionette design

Another obvious inspo is "Pinocchio", Belle seeming a sonic take on that concept with the wooden limbs, and hat, and Boingkid has a very similar silhouette with the large bow tie, both wearing overalls. these elements of Pinocchio are most famous with the Disney design

First and foremost here are the two characters in question, now at a glance they both have some similar character inspo, sonic being based on old Cartoon characters of the silent era (Felix the Cat, etc.) as is Boingkid, these common things are head shape, gloves, etc.
