Now that I got my hands on some of Pokemon Scarlet/Violet models, I can show you how they would look like if they were cel shaded, here's the starters.
These are the in game 3D models with no mesh changes, just with new stylized textures that I made and a cel shade.

On top of that, the art always comes before the models do. It is possible the Sugimori art came after, but even then it isn't traced.
And some Paradoxes, as well as that Tauros, are based on the art of the Pokemon they come from.
Funny enough, Gen 6-8 were the ones with the most dynamic art vs the in-game presentation since the 3D models are so lifeless in their default poses. That said, arguing about Gen 9 is cherry picking since a lot still have lively and fun poses.

Sine I'm still seeing it. They didn't trace. The artwork is made before the sprites and models and sometimes they use one of the poses in the concept art as it's 'official art' and other times they just make an all new one.
They've been doing it since Gen 3... C'mon now
