the character hasn't quite fallen yet and is still clinging to the window, but the panels are already starting to slant to show that he's slipping. as he falls, the panels slant with him to accentuate the speed he's falling at.
in the last panel, the character falls so the panel extends further down the page than usual. the reader is used the panels fitting within a certain frame on the page, so this gives the same effect of "oh shit there's space below me" (this is clearer in the print version).
