Quick clarification since it isn't as obvious on less detailed drawings- the line I draw between Tommy's mouth and nostril is from a headcanon that his lip got busted/split in prison.
A quick guide on making muzzles in Live2d! As a starting point, your warp deformers should follow the second image. For the muzzle, I usually focus on making the upper lip look like a convincing 3/4 view and then position all other mouth parts in relation to it.
