I bring this all up, because, in the SF3 dev notes Q is not always in control & in his animations, we see him at times lash out. I've seen him described as Frankenstein's monster. I could see Doug getting all the weird motions, but then bringing in sorrow, then turn fearsome.

According to Ultra Wikia,Tsuyoshi Nonaka was the one who designed this monster. Yup,the same guy who gave us some of the TF Studio OX illustrations.

And the same guy who gave us the designs for Zyuranger/MMPR. Nice.
