Yes, but it's because it's foremost related to -Zodiark- imagery.

There are also Zodiark statues at the back of Anyder. Zodiark really is just like a normal primal in that, seemingly, that He was created with ancient mythos in mind.

Sorry, I meant made up imagery. I looked at the Tarot Esoterico and they don't look anything a like. The ones based on the Marseilles are referenced from the imagery. The meaning for Councillor is more closely related to the Magician, but the P5 meaning for this card isn't.
