I'm just guessing, but I think they decided to make the MGS4 boss (B&B unit) a "monster" consisting of a power suit, and when they decided to make the monster look like an animal, they chose Wolf, Raven and other members of FOXHOUND, so they named it the same.

Thank you. The setting where Campbell enlisted in FOXHOUND via Delta Force seems to have come from MGS1 (1998), and in MG2 (1990) he enlisted in FOXHOUND directly from Green Beret.
