I know an artist who can draw in the 90's style but has only made a few characters, although he can undoubtedly make a wonderful cover with backgrounds. The art on the left is a character in charge of the 90s style and the one on the right is one with a background.

I like working from gray backgrounds. The first is mix media paper with a gray watercolor wash. The other three are black construction paper, which I use as a dark gray. Typically I draw on it with marker to go darker, before I add light with colored pencils.
