Really cool detail I noticed: they've actually rigged Whip's...uh...whip to deform and change shape to match the smear frames from her original sprites. It really gives those lashes some snap! This was also present in her KOFXIV iteration as well.

Too be fair that's just Tezuka's art style, from the 60s he tends to give male character eye lashes too,Kimba even has a hair flip, and this is how Tezuka drew Unico ,(a boy ) who doesn't remotely look like a horse at all
