I think he's laying his clothes on the ground where Seth is sleeping.

I've seen many designs in anime and videogames where a character wears half a shirt, or one sleeve, or one glove, or half a mask, or half a cape...

but I've yet to see another character design with half of a pair of assless chaps besides Azrael.

Huh, interesting...

Left is the HD version.
Right is the PSP version.

You can still see that the cape is ripped in the HD version, but the cape looks normal when I open up the file. I think it might just be due to some sort of transparency rendering error.
