13: Super Saiyan 4 is by far the most overhyped transformation in Dragon Ball.

It was narratively strong, but came straight out of left field and fell victim to a similar thing that Super Saiyan did in Z.

That being said, I still fucking love it.

Janet's quills can grow approximately 6-7ft, like a lamia tail, in her more passive self (right). When she's not EXEfied (left), they stay as long as regular Sonic's and two on the shoulders like Super Saiyan 4. In her true form, they can be as big as 10-11 ft, rarely 13 ft.
