That's a great question and one I really have to think about to really answer.

In short, one of the goals is for interior scenes, like this, to have an appropriate "warmth" or "coldness" depending on the nature.

They need to feel real & lived in. Tactics Ogre did this so well.

i've always liked the anime's interpretation of Kusanagi more than Shirow's original, it's the right mix of "cold cyborg" and "mature woman"

though i do like some aspects of how Shirow's design/style of the Major vastly differed depending on situation and context

The "Cold Case" story in this Flash digital comic has Dan Mora art and at least attempts an awareness of how cops are bad and how Barry, trying to be a good cop who turns the bad ones in, just gets him harassed by the others, so I greatly enjoyed it.
