Isn't it interesting how saying that "Sonic 2 was Tails' first appearance" is a true statement, but not in the way you'd expect it to be? In the sense that, 8-bit Sonic 2 (a different game) was released before the 16-bit one by a month, but both games are called Sonic 2 anyways

This can be even extended further to explain Tails's role in Sonic 2. Tails isn't determined to stop Eggman, he is only determined to follow Sonic. This motivation is much weaker, so he falls behind. Only playing as Tails alone to stop Eggman gives him the spotlight to succeed.
