There's previous unused scenes with Blargg so it might be that Yoshi ate a fireball and spat it at Luigi causing him to be covered in ash. The Deleted Scenes starts after Luigi asking Baby Yoshi if hes hungry and would have him actually try to find something to give to Baby Yoshi
