The rain issue is a bit hard to explain, but easy with a visual (shown). Basically the rain drops should only fall where you'd see them, never on the sides of tiles, to give the correct effect.

I'm about halfway through Sam Keith's 'The Maxx', after putting off reading it for years.
It was rereleased and remastered back in 2013, but many are familiar with the MTV series from the 90s.
It's such a bizarre journey. Hard to explain, but good.
