Definitely Yuji Uekawa. He made the redesign on Sonic since Adventure really popped.
I also love Tyson Hesse's works as he did wonderfully on revamping classic Sonic for Mania and made movie Sonic much better looking after the hilariously bad first trailer

People saying this is an IDW character and not for frontiers.. its very clear shes drawn in uekawa's sketchy style and she has a park ranger kind of outfit. I think its safe to say shes for frontiers.

No quiero levantar teorías, pero ese personaje de pelo rosa al parecer es nuevo.

Revisé el arte conceptual de Unleashed y no existe rastro alguno de su existencia.

Aparte creo que tiene el estilo actual de Yuji Uekawa y contrasta con los otros que se muestran, interesante.
