with clothes its more so a one and done shading as seen here. Eyes I usually draw them, color them in with a base color, then make another layer with an overlay of the original colors in the base eye to make it brighter, add some other colors here and there and you got your eye!

I usually make gray characters but with different colored light interacting with them. Once I do that, I overlay the basic colors on top of the drawing and then merge them to start rendering.
