Windy was sketched first. He was the most simple of the three. Not much was changed about his design aside from the addition of white highlights to his eyes similar to Kirby.

His pose was based off of Chef Kawasaki's render from Star Allies.

Just a quick example of other cat pokemon which highlights 0 shaped eyes on cat pokemon instead of angled is a style break. Meowth has the closest to the "fixed" version and even then the eye shape is not 0 shaped.
