They hired pako, PAKO! to design tighnari, and not even he was able to pass trough mihoyo whitewash!! (Pako is the one jp artist that I really trust on designing dark skinned characters, and I don't believe for a second he didn't try to make him dark skinned) here some of his art

Tighnari is a male character, so Hoyo making him pale instead of brown like the 2 bottom works is quite a curious decision for a brown-skinned POC from SE Asia like me here.

Dislyte would have made characters with Arab and Indian names brown-skinned. Kusanali too.
