Sonic X pulled off Rouge's expressions just fine, even with the "bedroom eyes". Sonic 3d game models just tend to not be very expressive.

Looking back on just how far my work has come since I started working on character models! I made Ace V1 (left) a little more than two years ago now, and I finished up with Milou in September. I'm really proud of how far I've come as a 3D artist since! 🥰
