Omega was created by Eggman (and then improved by Tails), but Tikal is an ancient tech that was found by Black Arms and now serves to Shadow as his information keeper

Eggman probably has to leave his base sometimes and venture into cities. He probably doesn't want to get caught by the police or recognized, so I've had the idea of Eggman going "incognito mode" and dressing up like "a normal person" would.
