I remember seeing that artwork from Roots Search before while looking through Naoyuki Kato's art, so I'm fairly sure that's his artwork. There's another piece of his that has the same motif with some similar details, though I'm not really well informed on Kato's art or anything.

Here's the full version of the picture that I'm currently using as my Twitter "banner". It was inspired by the song "Day of Fate" that plays when Gohan turns Super Saiyan 2 (they chant "O Messiah" in the beginning, hence the halo motif).
