was that a show would start development early in the year, have the bible and model sheets finalized by the end of the Spring, have the scripts and storyboards finished by the end of Summer, and then have the show fully animated and on the air by Fall.

I found some storyboards from a scrapped Hansel and Gretel film Disney Animation was working on in the 60s. Interestingly, the Sherman Brothers were writing songs for the film with one song entitled "Chin Up" later being saved and used for Charlotte's Web in 1973.
