Out of curiosity I wanted to see if it was possible to do pixel perfect nav lights in the way that a lot of older games did. It's prohibitively expensive, because far as I can tell, Unity just isn't built to draw individual pixels like that.

Hobbyist animator here, let me explain how things work.
Animation is expensive, so if you want to make more than one episode of a series with your budget, you're bound to have to cut corners.
If you don't have much animation budget, at least make it funny to look at.
