1.) Cosmos is sometimes a being of thinly veiled rage
2.) 5 billion km is roughly the distance from Earth to Pluto (4.28 bil km~7.5 bil km). He spotted something detailed on Earth while being roughly as far away as /Pluto/

Perhaps I should've worded it better, but while the counterweapon to Pluton has also been referred to by the name of "Pluton", the original weapon has never been directly established to be a ship. Franky explains the ship was made as a countermeasure to the actual Pluton
