Lord garmadon and Lloyd are the only ones who were born as a vampire. Wu is an angel. TECHNICALLY Lloyd is a vampire but does have a little bit of angel in him. Similar to the Oni and Dragon from the original Ninjago.

So... Tia is an angel in disguise. Vampires are known to be fellow demons forever trapped on earth. But the ‘ninja’ still have pure hearts and have no intent to hurt humans. Not on purpose at least. So she is there to watch over them.
