It's a fairly easy style to get down, you simply draw a picture at 4x the resolution, then resize it back down with bilinear filtering and a palette filter.

I still use the hh/hb style for drawing eyes, hair, and faces, but I basically just draw bodies fairly realistically instead of the crazy proportions they use
