S!Caeda's not the first time she's been drawn with completely off-model proportions. I'm reminded of Kinu Nishimura's illustration from the Fire Emblem Memorial Book Archanea Chronicle.
Amazingly I actually think S!Caeda's art is better than the Caeda from the Memorial Book.
