I usually draw the basic Hairline and determine how to draw the strands of hair based on directions, but another thing that has helped me a lot is dividing the hair in large sections and then drawing the sinfle strands :D

ah yes!! it's divided into sections! his forearm has a burned down city and a scene in nature on opposite sides of a heart, then his upper arm features the earth being stitched back together while magma pours onto a face with a third eye!! this is super old art of it though haha
